we are seeing that growth throughout the city. i do want to speak to some of the frustration i hear from residents that are moving into kind of our newer emerging growing residential neighborhood where we are seeing very escalated density. and i think there is a lot of concern about a promise of a public transit infrastructure that people feel like the commitment to transit first neighborhood is not really being fulfilled in their neighborhoods. and i hear this a lot in south beach and in mission bay and in the south of market. i think last week a lost of us experienced the disaster that was several major city-wide events going on, moscone and city hall, people taking 40, 45 minutes to get from one end of south of market to the other which is a small area of the city of san francisco. and i saw lots of people waiting for buses because the buses couldn't get through on second and on mission street. and i think that as we talk about a potential warrior's arena moving in next to the giants' stadium, our neighborhoods have a lot of co

it depresses the price of parking inconsistent with city policy and also undermines the city policy of disaggregating housing and parking. it also has problems because, if you have only a small pool of people to whom you can rent as a small property owner, where whoever rents your spot is likely to have access to your home, you have less choice in terms of making sure that you're comfortable with the person to whom you are renting. so this legislation would change that 1250 foot rule, and specify that you are required to rent to someone who resides in the city and county of san francisco. the planning commission evaluated this and supported this by a 6-1 vote. and this came out unanimously from the budget committee. so i think that this is a piece of citywide legislation. i think it makes a lot of sense. and i think we should be moving forward today, and there's no reason to continue it based on an e-mail that was sent at 11:00 the night before, where there had been no outreach beforehand, to me, or to anyone else that i'm aware of about continuing it. and i don't think that the reason

our mayor is the chief executive officer of our city and our make has accountability for our city moving forward in the right direction and i think that is a good thing. because when you diffuse appointing authority too much, if something goes wrong, nobody is accountable. i think that the mayor should be accountable as the chief executive officer of this city and as the person elected by all the voters to lead our city. so i won't be supporting any effort, if there is one to change the appointment structure. i do want to respond to the point that supervisor campos made relating to the potential delegation of authority from the commission or whatever it's going to be called, to the staff of the successor agency. i don't know that that is particularly out of the ordinary. i think there are a number of agencies, as i understand it, that delegate significant authority. for example, the planning commission delegates a wide swath of authority to staff. a small percentage of planning matters come to the commission and i think it's important for the agency to have the ability to decide what to

what other steps should the city take to make pension and health care benefits for city workers more sustainable? mr. everett, miss olague and miss selby? >> i have been engaged on this issue as a community service, i host a radio and tv program called "folk law for ordinary folk," it's a very tough one in the sense that workers at some point are essentially giving up higher salary and higher pay in exchange for those pension benefits. so to come back later on and essentially cut that out from under them, the question is one of fairness and of equity. that being said, as far as police and firefighters, obviously those are public safety areas and it's a little bit different in the sense that we definitely need to protect those pensions in a different manner than we do others. as far as other ways to save, i would certainly look at capping pensions moving forward, so that they don't increase incrementally over time. i think we need to put a cap on that now before it starts to burgeon and get out of control. >> thank you. >> miss olague. >> i believe i was one of the individuals who ans

of enlightenment or a city of applications or apps. i think where we have great business boom that's happening right now in the city, we're seeing the impacts of that are dramatic. i just got a call last night from my neighborhood video store, actually supervisor campos' neighborhood store, four star video which is closing its store, can no longer afford to pay the rent for the cost of doing business in san francisco and it's actually a pretty well used video store. i go in there all the time. it's always full of people. i heard iron rock is having their rent increase by about $10,000 i don't know if that's a year or a month. that is a significant amount of monday i. another business on valencia street, a great neighborhood serving business, 7 80 cafe is actually having their rent raised $5,000. i believe that could be a month or a year. we're seeing major, major changes that are affecting businesses that are established by san franciscans struggling in the city. we owe it to ourselves to figure out how we're going to be able to mainta

they go from city to city, much like these are doing. when there's chinese nationals, they are difficult for us to identify and by the time we identify them they are off into another town. that is why like on the ones we were able to identify and arrest at airport, boston had a couple of warrants for them. they had been in new york, then they are gone. it is a very complicated investigation. it is an investigation we are working on. the f.b.i. has a parallel investigation. the special victim's unit meets frequently and they exchange information with the f.b.i. on this case so we have a little broader reach nationwide and we can be more successful in prosecution and identification of the suspects. that is kind of where we are at. the bigiest success has been the outreach, just getting the word out to the population that this is going on and to please be careful. not only to the potential victims but captain tom has gone to the banks. especially the chinese banks, those frequented by chinese people saying if you have an elderly person that
